Railway Sector of Pakistan:

Railways have played an active role in industrial development, especially the engineering industry, mining industry, spinning and weaving mills, and the food industries. It has played an active role in increasing agricultural productivity, improving external and internal trade, and providing employment.

Pakistan Railways is the national, state-owned railway company of Pakistan. Founded in 1861 and headquartered in Lahore, it owns 7,791 kilometers of track across Pakistan from Turkham to Karachi, offering both freight and passenger services. It all began during the British Raj when several railway companies started laying local rail tracks in several districts of Sindh and Punjab. So, it can be said that the country’s rail system started as a patchwork of local rail lines, constructed and operated by small-scale, private railway companies of that time, which include the Scinde Railway, Punjab Railway, Delhi Railway, and Indus Flotilla. However, most of these companies merged and formed the North Western State Railway in the year 1880.

However, up till 1947, the year of independence, the network of the North-Western State Railway expanded throughout Sindh and Punjab. After the independence, around 8,122 kilometers (5,047 miles) of train tracks of the North-Western State Railway came under Pakistani territories. Initially, the system of railways in Pakistan was totally based on narrow-gauge train tracks. The process of the conversion of these narrow-gauge railway tracks into broad gauge railway tracks has been carried out from time to time throughout the history of railways in Pakistan.

Some of the many large-scale extension projects on the country’s railway system were carried out from the 1950s to the 1980s. As of now, all of the narrow-gauge railway tracks have either been dismantled or converted into broad-gauge railway tracks for a smoother flow of railways traffic in Pakistan. The history of railways in Pakistan has been preserved and put on display in the railway museums found in different cities across the country.

Pakistan Railway Advisory & Consultancy Services Limited, (PRACS) was created in 1976, as Public Limited Company under Companies Act 1913 and is a subsidiary of the Ministry of Railways. It has successfully completed 40 years of high quality performance in the fields of railway related and general consultancy projects. It is managed by the Board of Directors headed by Secretary/Chairman, Ministry of Railways as Chairman of the Board of Directors. The Managing Director is the executive head of the Company, assisted by Executive Directors and Managerial staff to run PRACS operational activities and projects at National and International level.

The network of railways in Pakistan is based on 11,881 kilometers (7,383 miles) of train tracks. However, around 80% of the tracks are a part of historical constructions as old as 80 to 90 years. As per the current statistics, the maximum speed on most of these railway lines in Pakistan is 120 kilometers per hour (75 mph). However, the upgraded sections of the railway line between Karachi and Peshawar allows speeds up to 130 kilometers per hour (81 mph). Moreover, under the banner of CPEC Projects in Pakistan, work is in progress to upgrade most of the major lines to allow faster train speeds up to 160 kilometers per hour (99 mph) and decrease the rate of congestion faced by railway traffic in Pakistan. The below-given table gives you details about the main railway lines in Pakistan.

It was established by the Punjab Emergency Provider Act of 2006 to manage crises such as fire, rescue, and emergency medical services. The Punjab Emergency Council and District Emergency Boards were established to ensure effective emergency control and prevention, as well as to implement risk mitigation measures to protect the general public. Dr. Rizwan Naseer is currently serving because he is the Director's personal choice.

With the infrastructure in all 36 districts of Punjab and technical assistance to neighboring provinces, the Punjab Emergency Organization (Rescue 1122) is Pakistan's leading emergency humanitarian carrier, providing assistance to over a million people in need. Rescue 1122 has saved hundreds of thousands of people from life-threatening situations through its emergency ambulance, firefighting, and network emergency response teams, all while maintaining a median response time of seven minutes and standards in all districts of Punjab province, which has a population of over 100 million people. Its mission was to build a socially responsible, healthy, resilient, and safer community by putting together a powerful apparatus for preparing for emergencies, responding to them, protecting them, and preventing them.

The District Emergency Officer, who reports to the District Coordination Officer, who also serves as the Chairman of the District Emergency Board, is in charge of the day-to-day operational control and management of the provider in the Districts, working under the direction of the District Coordination Officer, who is also the Chairman of the District Emergency Board. The Board of Directors has established itself as a successful organization for increasing interdepartmental collaboration and emergency prevention, primarily through the evaluation of emergency information. The Director widespread, the corporation's chief executive officer, is in general responsible for universal operations, tracking to ensure uniformity and excellence throughout districts, recruitment and schooling, research, developing plans, and improving the corporation's overall performance.

:

WHEN DID RESCUE 1122 START?

Until recently, Pakistani citizens were deprived of their most basic human right: access to timely pre-hospital emergency care. There was a 95% chance that a person injured in the street would die if an ambulance did not arrive in time. Similarly, emergency services such as fire departments, rescue squads, and disaster response teams were virtually nonexistent in the United States.

Before 2004, Pakistan did not have a centralized emergency clinical device. During those 12 months, Rescue 1122 developed a reputation as a reputable pre-health facility emergency response team.

Rescue 1122 began providing emergency medical services in Lahore in 2004. Service eventually expanded to all 36 districts in the Punjab province and even across provincial lines in Pakistan. Ambulance, catastrophe response groups, fire, rescue, and water rescue are now all available to over 80 million people through the network application, which is now more secure than before.

OBJECTIVES

Rescue 1122 was established to establish a powerful device for preparedness, intervention, protection, and prevention of emergencies; they assist in the development of socially accountable, healthy, resilient, and secure communities; and they help in the development of socially accountable, healthy, resilient, and secure communities. Their primary objectives are as follows: 1. provide the authority to activate emergency care by transferring super emergency services by international standards.

2. Behavior research to propose to related businesses emergency preparedness strategies that are primarily based on evidence.

In addition, by raising awareness, enrolling, training, and coordinating volunteers for emergency preparedness/response/prevention, you can assist in the formation of socially accountable response groups.

It has achieved a mean response time of seven minutes, which is comparable to that of developed international locations in terms of speed of response.

FEATURES OF RESCUE 1122

·        The following are some of the most notable characteristics of the system:

·        The service is provided at no charge 24 hours a day.

·        First and foremost, prompt response time a first aid kit is an available, as well as well-trained and efficient personnel.

·        Patient transfer from one hospital to another must be done safely and securely.

SERVICES PROVIDED BY RESCUE 1122

Ambulance service is Rescue 1122's primary focus, as nearly all of the company's emergency calls are related to this type of service. While maintaining a seven-minute response time in all districts and tehsils of the Punjab province, the service has saved hundreds of thousands of victims of traffic accidents, natural disasters, and medical emergencies.

Urban search and rescue in collapsed structures, rescue from the depth and limited places or height, and water rescue are the primary features of rescue groups. There are no other animal rescue teams in the districts, so those rescue groups have been doing animal rescues as well. However, apart from medical crises or fire situations, the Rescue team responds to all rescue calls. Rescue squads in all districts were given access to emergency vehicles outfitted with lifesaving equipment to ensure quick action.

The first current fire service was established in Pakistan after a series of failed attempts to modernize and enhance the antique fire departments in the area. Strathclyde hearth & Rescue in Scotland, UK, provided the first batch of officers for this new fire service, which would not have been possible without their help. There was also an MoU signed between Strathclyde hearth and rescue service and Punjab Emergency carrier as part of the Lahore-Glasgow twinning agreement. In Punjab, Rescue 1122 has responded to thousands of fire calls, saving lives and preventing billions of rupees in property vandalism by responding quickly and professionally on cutting-edge lines.

Safety: Rescue 1122 believes in "saving lives and changing minds" in addition to providing short-term emergency care to those in need. This can be seen in the mission statement of the service, which reads, "advent of more secure communities through the status quo of a powerful system for emergency preparedness, reaction, and prevention". Among the measures Rescue 1122 is implementing to make communities safer are a network protection application, which includes the creation of potential network emergency response teams, a school safety programmer, the teaching of life-saving skills to citizens, and collaboration with the Chamber of Commerce & Industry on fire and workplace safety.

SLOGAN OF RESCUE 1122

PUBLIC SECTOR

The public sector is a sector of the economy that is affiliated with the government, in which the government provides services, assists the public, provides information and guidance, and s issues, inw education standard, a low HDI, and a low GDP. Poor health indicators, and so on Pakistan is ranked 147th out of 170 countries in the 2019 Human Development Index. Our government partner is having serious problems! And our government is failing to provide even basic necessities to its citizens. According to the Corruption Perception Index 2020, Pakistan ranks 124 out of 179 countries in terms of corruption in the public sector. In public hospitals, there is no accountability, transparency, or efficiency. Doctors do not pay close attention to patients, and people have to endure a lot in public hospitals and stand in long lines to get an appointment in public schools. Teachers are inefficient because they do not attend classes and instead collect a salary. Teachers are under-trained, and public schools lack basic amenities such as clean water and basic infrastructure. The majority of the public sectors are not functioning well; however, some of the public sectors are performing admirably. Nadra has worked extremely hard. The government is also taking good initiatives, such as the Pakistan citizen portal and the EHSAS program, but in order for them to function properly, the government must ensure transparency, accountability, and an efficient public sector, as well as reforms to protect citizens' interests and improve their living standards.

Private-Sector

Pakistan's private sector is referred to as the citizen sector because it is run by private companies and individual for profit rather than the government. Private sectors are more efficient and accountable than the government, and they provide higher-quality services than the government. I'd like to share my personal experience with you all. I've been suffering from really bad cystic acne for a long time, and I've tried everything from home remedies to public sector hospitals to get rid of it. It didn't make any difference; it was more of a waste of time and effort. Then I tried a private hospital for the same problem; when compared to the public hospital, the private hospital was more comfortable, efficient, and cooperative; the treatment was worthwhile. In Pakistan today, the private sector accounts for over 77 percent of the commercial banking sector, 100 percent of the textile industry, and 100 percent of the telecommunication sector. The private sector contributes significantly to the economy by creating jobs through the creation of employment opportunities within private companies, among other things. Contribution to tax revenues and capital flow through the economy are two important outcomes. Provides goods and services to consumers as well as commercial customers it attracts investors from both within the country and outside the country. According to official map studies, the private sector accounts for more than 70% of all health consultations in the United States. Shukat khanam in the 2017-18 academic year, Khanum Hospital is offering cancer patients free treatment. 72 percent of patients received completely free treatment, and when it comes to private schools, they are delivering high-quality education and employing the most qualified educators. The majority of Pakistan's top educational institutions are private, such as LUMS, BEACON house school, and AGHA Khan Unit, as opposed to public institutions. :

Examples of private-sector employment areas:

  • Financial services.
  • Law firms.
  • Estate agents.
  • Newspapers or magazines.
  • Veterinarians.
  • Aviation.
  • Hospitality.

 Public-Private Partnership

It necessitates a team effort. In-between the public and private sectors; It is in everyone's best interest to collaborate with government agencies and private businesses. Private-sector technology and innovation, for example, can help public-sector services improve operational efficiency. On the public sector side, the incentive for private sector project completion within awiwithint budget is provided by the government the country's ability to attract infrastructure investment and boost the relevant construction, equipment, support, and other industries will improve as a result of growing its economy. With the support of Pakistan's government, public-private partnerships are becoming increasingly commonplace. Additionally, a Public-Private Partnership Cell has been established by the Punjabi government. The Flyover over Railway Crossing road Lahore, Lahore Ring Road Southern Loop (SL-I & SL-II) have been completed through a Public-Private Partnership (PPPP). If the government works with Pakistan's strong private sector, the country can emerge from its current crisis and move forward with its military campaign.

Public-private partnerships are typically found in transport infrastructures such as highways, airports, railroads, bridges, and tunnels. Examples of municipal and environmental infrastructure include water and wastewater facilities.

Government of Pakistan, Aviation Division the Pakistani government's Aviation Division is critical to the discussion of Pakistan's aviation sector. The Aviation Division is in charge of developing and implementing Civil Aviation policies and procedures. After working as a division of the Ministry of Defense until it was split off in June 2013 and given its own cabinet secretariat under which to operate, the Aviation Division now has the mission of promoting and regulating civil aviation activities while also building out necessary infrastructure. Aerial Operations Division (AOD) the following responsibilities have been assigned to the Aviation Division in accordance with the Rules of Business, 1973.
